Part B - General Information

1.

East of England Ambulance Service NHS Trust

Representatives of the East of England Ambulance Service NHS Trust will be attending the meeting of the Overview and Scrutiny Committee to be held on 17 April 2018. If members have any specific questions that they would like to raise with the Trust at the meeting, please send written notification of such matters to democraticservices@eppingforestdc.gov.uk by 26 March 2018. In accordance with usual practice, notice of all questions and matters to be raised will be provided to the Trust in advance of the meeting.

2.

Postponed Resources Select Committee Meeting

Following on from Thursday, 1 March’s postponed Resources Select Committee meeting due to the adverse weather conditions.

 

It has been agreed that this meeting will be rescheduled for Wednesday, 14 March 2018, and that we will use the agenda issued for the 1 March meeting.

 

No new agenda will be issued.

3.

Effectiveness of local authority overview and scrutiny committees

The House of Commons Communities and Local Government Committee has recently published recommendations arising from its enquiry onto the effectiveness of local authority overview and scrutiny committees. The report of the Committee is available at:

Any legislative changes made by the Government to existing arrangements for the operation of local authority overview and scrutiny committees, that arise from the enquiry, will be considered by the Overview and Scrutiny Committee at the appropriate time.

4.

Overview and Scrutiny Select Committees

At the joint meeting of the Overview and Scrutiny Chairmen held on 6 March 2018, members requested that a review be undertaken of the possible combination of the Governance and Resources Select Committees with effect from the 2018/19 municipal year, primarily as a result of a reduction in work programme activity for both select committees over the course of the last year.

 

A report in this regard will therefore be considered by the Overview and Scrutiny Committee at its meeting on 17 April 2018. If members have any initial views or observations to make on the suggested combination of the Select Committees, please let me have these by 22 March 2018.

The notification of decisions taken by individual Portfolio Holders is no longer included in the Council Bulletin.

 

All members of the Council receive automatic email notification of the publication of each individual Portfolio Holder decision and the call-in period for each decision commences immediately. Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision. Members should refer to the Constitution (Article 6 - Overview and Scrutiny) for the rules of call-in.
