Emergency Planning for Epping Awareness session

Do you know what the Police, Fire and Ambulance services expect of the Local Authority in an emergency? 

 

Do you know what the council is capable of doing to respond and indeed how it would do so to an emergency?

 

Are you aware of what the Essex Resilience Forum (ERF) is and what its purpose is?

 

Do you have a role in an emergency and do you know what that might be?

 

If you  have answered NO to all or some of the above, then join me to find out the answers on the 9th Dec 18:30 – 20:30 for an informal discussion and learning session on how EFDC does emergencies!

 

I will conduct the session via Teams so you must register to receive an invite.

 

I will be limiting spaces to a manageable 12 and will be happy to organise a second session if need be.

Constitution Working Group

Would Members please note that with the agreement of the Chairman, the next meeting of the Constitution Working Group on 20 October 2020 has been cancelled owing to a lack of business. The next scheduled meeting is on 18 March 2021.

5.

Housing Update

Following the launch of the Everyone In initiate, EFDC responded by accommodating 15 rough sleepers into hotel/B&B. Pathway plans were devised with each customer incorporating their individual support needs and their longer-term aspirations. With the right partnerships and a hands-on approach to this cohort, these pathway plans have laid the foundations in ensuring that no one has had to return to the streets. 

 

To ensure a robustly consistent approach and engaging effective relationships, we identified a champion within the homelessness team who has been responsible for working with the rough sleepers to achieve outcomes and deliver on our initiatives. Consequently, we have successfully moved 4 rough sleepers into privately rented accommodation securing them 6 month assured shorthold tenancies, whilst committing to providing ongoing support to enable them to sustain their tenancies and prevent any sort of relapse - this has been achieved by signposting them to relevant agencies depending on their needs.

 

EFDC, as part of a consortium with some neighbouring boroughs, secured a share of £300k Government funding following submitting a joint bid. With some of this funding, as part of a longer-term solution to our rough sleeping cohort, EFDC have procured a 6 bed HMO which will be used specifically for people rough sleeping, or at risk of. Chess and Peabody will be responsible for delivering the appropriate in-reach support moving forward.

 

In addition to this, we are also converting a 3-bedroom house within our own stock to increase our provision for the higher needs cohort. This property will be leased to Chess to manage and will mirror that of the PRS HMO, regarding longer term, intensive wrap around support. This provides us with a total of 9 rooms to use solely for the prevention of rough sleeping which is a fantastic and exciting prospect for EFDC.

 

We are also undertaking work to start planning our estimated rough sleeping count for November. We are required to report to Government on our rough sleeping population and will use local intelligence to form a snapshot of who may be rough sleeping, where they are and what we can do to support them off the streets for good.

 

We continue to take a proactive approach to rough sleepers and we have established partnerships with several local churches and organisations who passionately support us. We actively seek funding opportunities in order to build our provision and enable us to meet demand.

Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision.
