Part C - General Information

1.

Area Plans Sub-Committee Virtual Meetings Postponed

The next meeting of Area Plans Sub-Committee East due to be held on 29 April 2020 has been postponed, which we were intending to run as a virtual meeting given the current restrictive circumstances that prevents us holding a physical meeting with people present. However, there are a number of issues and decisions that need to be worked through as to how these planning meetings are to take place, including participation by committee members and those people registered to speak. We will look to re-arrange this and subsequent other Area Plans Sub-committee meetings as soon as possible and notify appropriately in advance.

Leadership Team Update

·         Latest EFDC Staffing Position

o   29 people in isolation

o   65 people returned to work.

o   433 remotely connected users.

o   31.5% load on ICT connectivity – highest so far but still well within capacity.

 

·         Critical services continue to perform well. Approximately £27million distributed through local business grants. EFDC continues to be one of 6 Essex Councils rated Green. Southend and Thurrock rated red largely due to PPE shortages.

 

·         Local Authority staff Covid-19 testing facilities available at Stansted Airport. Dawn French coordinating.

 

·         Measures being brought in with military and Operation Shield staff to bring testing kits to people’s homes where travel to Stansted not possible.

 

·         2nd delivery of PPE to ERF distributed – mainly to local GPs.

 

·         Confusion over status of Forest over the weekend attributed to comments by Govt Minister made in London Parks context. EFDC social media continued to emphasise Forest carparks are closed. Don’t come unless your can walk or cycle there.

 

·         First Virtual Plans meeting (29 April) postponed while detailed constitutional and practical arrangements are agreed.

 

·         Refuse and Recycling services with Biffa continuing to perform well. Good feedback received on cleanliness of housing estates. P&D parking income down from £121,000 to £8,000 comparing with same period last year.

 

·         Area Planning Meetings – scoping meeting held this morning to look at principles and possibilities. To be followed up with members. Potential to test with a mock dry-run meeting next Wednesday. Possibility of improving our delivery of planning both within the Covid-19 restrictions and longer-term wider context.

 

·         Travellers have left a site in Willingale – no information on next destination.

The notification of decisions taken by individual Portfolio Holders is no longer included in the Council Bulletin.

 

All members of the Council receive automatic email notification of the publication of each individual Portfolio Holder decision and the call-in period for each decision commences immediately. Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision. Members should refer to the Constitution (Article 6 - Overview and Scrutiny) for the rules of call-in.
