Decision:
1) To waive the provisions of Sections 10 and 12 of the Council’s Procurement Rules for the purchase of furniture for the Council’s Community Safety Hub, due to the price being in excess of the £25,000 threshold normally requiring at least three competitive tenders to be obtained; and
2) To accept the price provided by Rainbow Furniture Ltd in the sum of £26,662, in order to continue procurement arrangements for the development of the District’s new Community Safety Hub based at the Civic Offices, which will provide an operating base for the three Council-funded Police Officers.

To confirm the District Council’s response to Lee Valley Regional Park Authority’s Park Development Framework Draft Strategic Policies and Draft Amended Proposals for Areas 6, 7 and 8 Consultation.
a) to support the overall approach of the proposals in the context of the statutory functions of the Park Authority i.e. in relation to (i) sport and recreation, (ii) leisure, (iii) education, and (iv) landscape, heritage and nature conservation.
b) To express concern regarding the possible extent of new building in the Green Belt but to recognise the Local Planning Authority’s role in managing such development and responding to applications within the national policy context.
c) To express concern regarding the proposed approach to glasshouse development in the Park but to recognise the Local Authority’s role in managing such development and responding to applications within the national and local policy context together with the Councils’ aim to support the vitality and expansion of protected horticulture in the District.
d) To express concern regarding the desire to ultimately remove valuable industrial and commercial uses from the Park, and the Councils’ aim to protect employment uses in the District.

Decision:
That the Assistant Director of Governance be authorised to place an order with Electoral Reform Services for the printing of Individual Electoral Registration confirmation letters, home enquiry and individual voter registration (IER) forms and mail despatch for 2018 on the following basis:
(i) without the requirement for seeking at least three tender required by the Council’s procurement rules for the reasons set out within section (14) of this decision primarily the risk to the success of the IER process were forms and scanning solutions provided by different Company;
(ii) that following consultation with the Registration Officer and Portfolio Holder, the Assistant Director of Governance is satisfied that the proposed terms provide value for money; and
(iii) that the total funding required for this process does not exceed the existing budget for 2018/19.

(1) That the Enforcement and Service Standards: Private Housing, attached as Appendix 1 to this report be approved;
(2) That the new Financial Penalty Notice Matrix for certain Housing Act 2004 related offences at Appendix A to the above Standards be applied when issuing civil penalties as an alternative to prosecution;
(3) That a new fee structure for the licensing of houses in multiple occupation (HMO), attached as Appendix 2 be introduced;
(4) That the Council’s Fees and Charges Schedule be amended with immediate effect to reflect the use of financial penalties for certain enforcement, changes to the fee structure for HMO licensing and inclusion of charges for works in default; and
(5) That the new fees and charges be reviewed annually as part of the corporate Review of Fees and Charges.

Decision:
1. Officers continue the sale of freehold and the lease of Council properties in accordance with the requirements of the Right to Buy legislation as is current at the time of sale.
2. That the post-completion related matters are undertaken in accordance with the then current statutory requirements
3. That the Director of Communities be given delegated authority to determine requests for the release of covenants restricting development within the curtilages of properties previously sold under the Right to Buy, and whether or not the release should be agreed, having regard to what would be the reasonable viewpoint of both parties, noting that the Council is not entitled to any payment for the release of the covenant (other than payment of the Council’s reasonable legal costs), in accordance with current case law.
4. That consequent on the decision above the Monitoring Officer be asked to make alterations to the existing Scheme of Delegation to Officers to reflect the matters set out in paragraph 3 of the report.
