Fly-tipping in and near resident's bins in Loughton results in fine and costs of £781

Fly tipping cardboard and other waste in bins intended for the use of residents of flats at the Broadway Loughton Essex resulted in fines and cost of £781.

 

Evidence gathered by the Council’s Environment & Neighbourhood team led to a prosecution in Chelmsford Magistrates Court on 8 February 2018 against Mr Gavin James Pye of Chelmsford Road Holland-on-Sea Essex who pleaded guilty to the offence of fly-tipping. Mr Pye admitted to the fly tipping from a Ford Transit van on 21 April 2017.

 

The Magistrates stated that it was a negligent act and Mr Pye was ordered to pay a fine of £231. He was also ordered to pay the Council’s prosecution costs of £500 together with a Victim Surcharge £30.)

Prosecution Fadimana Altinsoy for Housing Fraud

 

Epping Forest District Council prosecuted Fadimana Altinsoy (DOB 15 November 1972) of Cockrell Close Basildon Essex for three offences under the Fraud act 2006 and one of Money Laundering under the Proceeds of Crime act 2002 and having pleaded not guilty in the Chelmsford Magistrates Court in February 2017, the Magistrates declined jurisdiction and transferred the matter to Chelmsford Crown Court. She maintained her not guilty pleas at a number of hearings in that court but on the 22 January 2018 being the first day of a trial listed for six days she changed her pleas to guilty. She agreed to pay the sum of £28,000 (Home Ownership Grant) back to the Council together with its prosecution costs of £12,500 before 5 March 2018. A sentence hearing was fixed for 9 March 2018.

 

On that date she was sentenced to 2 years imprisonment suspended for 2 years together with a requirement to carry out 200 hours unpaid work with a probation supervision order for 12 months

 

The basis of the prosecution was that when applying for Council housing in 2003 Ms. Altinsoy had failed to declare her ownership of two properties jointly owned by herself and other relatives in Forest Gate London E7 and Grays in Essex RM17.

 

She was granted a tenancy of a property in Copperfield Chigwell Essex on 22 January 2007 and the following day she completed a further Housing Application form seeking a move from a flat to a house and again failing to state that she jointly owned the properties. Had the Council been aware of her ownerships, she would not have been given the tenancy of the property at Copperfield Chigwell.

 

On 18 June 2010 she applied to the Council for a Home Ownership Grant to assist her in purchasing a private property and again failed to reveal that she had an interest in two other properties. Epping Forest District Council gave Ms Altinsoy one of six grants of £28,000 available which she used to purchase a property in Basildon, Essex SS13 on 24 June 2011. However having not been entitled to the grant of the tenancy of the property in Copperfield Chigwell, she was not therefore entitled to have received the grant.
